Hello. Myself and my younger brother are planning on buying tickets and attending IC3 in November and i was wondering, as a 20 year old would I be able to bring my 17 year old younger brother without the need of getting a notary? As he does live with me and I have signed for him many other times at local fields

Yes, no additional paperwork will be needed you just need to sign as his Guardian on the event release.
