I just want to make absolutely sure about this before I get down there…  I just purchased a Amped Firebase rig that has a built in tournament lock on it (a metal housing that covers the adjustment port with holes to thread zip-ties through it).  Will this work or do I need something more?   Thanks!

Yes, that will work -- appropriate you checking with us.

So I use a palmers pursuit boulder regulator. It is only adjustable with a allen key, but i was told that is not acceptable. If i were to make a piece of pvc that slides over the allen set screw and is fastenable with a zip tie, will that be ok?
